Policy Analyst – MPI Europe

The Migration Policy Institute Europe (MPI Europe) is a nonprofit, independent research institute based in Brussels, Belgium that aims to provide a better understanding of migration in Europe and thus promote evidence-based policymaking. MPI Europe provides authoritative research and practical policy design to governmental and nongovernmental stakeholders who seek more effective management of immigration, immigrant integration, and asylum systems as well as successful outcomes for newcomers, families of immigrant background, and receiving communities in Europe. MPI Europe works collaboratively with the International Programme of its sister organisation, the Migration Policy Institute (MPI), based in Washington, DC.

MPI Europe seeks a highly motivated Policy Analyst to join its dynamic Brussels team. The successful candidate will demonstrate exceptional writing, editing, and analytical skills and a thorough understanding of European policy frameworks and systems to manage immigration and asylum. Salary and title will be commensurate with qualifications and experience. Candidates with significantly more experience than the qualifications outlined below may be considered for a Senior Policy Analyst position.

Qualifications

Required

  • An exceptional candidate with professional experience in a public policy setting and a Master’s or PhD in public policy, economics, statistics, or a closely related quantitative discipline. Combined postgraduate education and/or relevant experience of 6-8 years. Candidates with significantly more experience may be considered for a Senior Policy Analyst position.
  • Ability to analyze, write about, and clearly communicate the role of public policy in shaping immigration systems to a nontechnical audience.
  • Substantial knowledge of EU and European governments and institutions, legislation, and political and socioeconomic context. Expertise in the immigration policies of at least one immigrant-receiving country, including knowledge of current immigration trends, debates, and policies; government agencies and programs charged with implementing immigration policy; and the economic, labor market, and sociopolitical dimensions of immigration and immigrant integration policy.
  • Exceptional thinking, writing, and editing skills (finalists will be asked to complete an in-person writing and/or editing exercise).
  • High motivation and initiative; ability to handle multiple assignments, prioritise, and meet deadlines in a fast-paced environment.

Preferred

  • Additional foreign language capability, French strongly preferred.
  • Publications record, especially in relevant policy fields, and strong reputation in the research and public policy worlds.
  • Quantitative skills, including experience conducting original analysis using statistical programming software and ability to visualize, present, and explain data effectively.
  • Knowledge of the qualitative and quantitative research methodologies required for designing and implementing research projects.
  • Experience with public speaking and working with the media.

Duties and Responsibilities

  • Work with MPI colleagues across all programmes, as well as with external collaborators, to conduct innovative research and author/coauthor influential reports, policy briefs, articles, and commentaries on various aspects of immigration and immigrant integration policy.
  • Manage/coordinate complex research projects for MPI Europe (and for MPI’s International Programme, as appropriate).
  • Represent MPI and promote its research and policy ideas in the media and public and private settings, including via webinars and teleconferences.

Research Assistant - MPI Europe

MPI Europe seeks a highly motivated research assistant to join its dynamic Brussels team. Primary tasks include assisting in policy-relevant writing and editing, and producing high-quality research to support the MPI Europe team. The successful candidate will demonstrate exceptional writing, editing, and analytical skills and a thorough understanding of the EU and European policy frameworks for immigration and asylum. Salary will be commensurate with qualifications and experience.  

Qualifications:        

Required

  • Master’s degree with 2 years work experience (relevant internships will be taken into account). Candidates holding a bachelor’s degree who can demonstrate significant work experience will also be considered.
  • Excellent English writing and editing skills (finalists will be asked to complete an in-person writing exercise).
  • High motivation and initiative; ability to handle multiple assignments, prioritize, and meet deadlines in a fast-paced environment.
  • Ability to communicate effectively and work both independently as well as part of a team.
  • Proven research and analytical skills.
  • Substantial knowledge of EU and European governments and institutions, legislation, and socioeconomic context.
  • Academic and/or professional background in migration policy or related degree.

Preferred

  • Additional foreign language capability, French strongly preferred.
  • Strong knowledge of EU and European asylum policy framework and processes.
  • Ability to effectively collect and analyze large volumes of quantitative and qualitative data through both primary and secondary sources.
  • Strong knowledge and application of data and statistical analysis (with high proficiency in Excel), and related software packages.

Duties and Responsibilities:

Research

  • Contribute to drafting and editing both explanatory and analytical reports, policy briefs, and other research materials, both independently and with supervision.
  • Carry out literature reviews, gathering both quantitative and qualitative data, to contribute to analytical research products, ensuring timeliness and accuracy in reporting.
  • Contribute to and/or co-author MPI Europe articles and publications; May single- and/or lead-author policy briefs or similar publications with appropriate experience and guidance.

Project Coordination

  • Offering support to the MPI Europe team with project management and other tasks where necessary.
  • Routinely draft official correspondence and develop project materials, as appropriate.
  • Prepare and/or edit commissioned papers, including background papers, memoranda, reports, articles, etc., with guidance of senior staff.
  • Contribute to the organization of public events and private roundtables for MPI Europe (e.g. development of event agendas) under the supervision of senior staff.

Other

  • Assist senior staff in fundraising duties, including writing sections of grant proposals and reports, and conducting research on prospective funding opportunities.
  • Represent MPI Europe in interactions with members of the European policy community.
  • Actively monitor current migration debates and developments.

Terms

The selected candidate will begin in August or September 2017 and will be offered a permanent contract. S/he will be remunerated competitively, according to experience. Applicants must have permission to work in Belgium.
